What did you change?

Just to make sure, You've right-clicked the cmd.exe shortcut & clicked Run as administrator, Right?
To copy and paste, Don't use ctrl+v.
Right-click and select Paste.

Have you tried the 2nd method then?
Also, Did you pasted one-by-one? Or all at once? You should paste one-by-one and press enter after each command.

What exactly prevented you from pasting the command into the command-line window?

What happens when you're trying to right-click inside the command line window and select paste from the context menu?
It doesn't paste any text? Or it paste the text but nothing happens when you press Enter?

Forget the MS KB abfan sent you to, thats for an entirely different issue. Additionally, forget the command prompt, and refer to;

http://support.microsoft.com/kb/912945

Additionally:

1. In Internet Explorer, choose Tools, then Options.
2. Select the Security tab
3. Click on the icon labeled "Internet", then click the button labeled "Custom Level".
4. Scroll down the list of settings until you find the one titled "Run ActiveX controls and plug-ins". Select "Enable", then click OK to return to the Options page.
5. Click OK again to close the Options page.

Repeat as above for the Trusted zone aswell. Once complete, make sure you re-boot your computer.

I just know that it helped me once quite long ago on my XP machine (I've had the exact same issue, And what you've suggested was the very first thing I tried, But it didn't worked)
btw, I've already asked him to set each zone to the default level, And it's enabled by default.
